To keep the hands looking clean for longer, apply a transparent base before the polish so the colour stays better and so your nails are protected from the nail polish pigments that could stain your nails.

One reason the enamel will flake easily is a failure to apply it correctly, so paint your nails from the base to the tip with vertical movements. Don't do this more than once in the same place and apply only what's necessary to avoid lumps. After the first layer dries, you can add a second one to achieve the desired colour.

If you find a chipped or loose end, make sure you get rid of all the layers of paint with a cotton swab and nail varnish remover. In this way you'll avoid any lumps and will even the layer.
